Governance 2020+

Program Status

The program was divided into various phases. At the end of each phase, a decision was made by the steering committee (Executive Board of the University) on the next steps.

Current

On 23 June 2020, the UL approved an effective date of 1 August 2020 for the new management system. The process of delegating competencies to the faculties is on track and the dean’s offices are ready to integrate new tasks into their role. All of the preparations for anchoring the changes in law have been made:

15 Dec 2020 The UL approves final report and closes program.
29 Sept 2020 The UL approves close down phase of program for end of year.
1 August 2020

New management system put into effect.

23 June 2020 The UL approves an effective date of 1 August 2020 for the new management system.
2 June 2020 The UL approves an effective date of 1 August 2020 for its new regulation governing organization.
25 May 2020 The Board of the University approves the UL’s “Management responsibility of deans for professors” guidelines drafted in accordance with § 75 Para. 5 of the University Statutes (UniO). The guidelines will become effective on 1 August.
1 April 2020

The  revised University Statutes agreed by the University in December 2019 become effective. This change lays the legal foundations for the new management system of UZH: More competencies for the faculties under the leaderships of the deans, and alignment of university management with cross-faculty functions with a stronger focus on specific areas of responsibility.

Jan 2020 Initial workshops for implementation in the sub-projects “Appointment negotiations and procedures”, “Professor financing with BE3 delegation” and “Delegation of rooms and faculty space management” take place.
Dec 2019

The Board of the University reaches a decision on the Governance 2020+ partial revision of the University Statutes, aiming for an effective date of 1 April 2020.

The UL approves the draft version of the “Management responsibility of deans for professors” guidelines, aiming for an effective date of 1 August 2020.
Oct 2019

The UL approves the solution concepts for the sub-projects “Appointment procedures”, “Professor financing with BE3 delegation” and “Delegation of rooms and faculty space management”, with some finalization requirements for the realization phase; implementation with effect from 1 August 2020 is the responsibility of line management in the relevant UL areas.

Sept 2019

The UL approves the realization phase for the program.

The EUL approves the partial revisions to Gov2020+ UniG, UniO and PVO-UZH and passes them to the Board of the University.
May 2019 As part of the sub-project “Dean’s office”, the UL approves the following basic principles: Dean’s office profile, dean appointment process, minimum requirements for appointment process incl. timescales, general structure of communication channels, and benchmark figures for support at his or her department during the dean’s term of office.
April 2019 The UL agrees the proposal for legal revisions and the consultation period from the end of April 2019 to 31 July 2019.
Feb 2019 The UL agrees the program for the concept phase.
Dec 2018 The UL approves the initial steering decisions for the program.

Sept 2018 Recruitment of management for Governance 2020+ program
1 August 2018 First implementation package: Executive Board of the University (UL) now comprised of seven members; renaming of Offices of the Vice President and initial organizational changes

3 July 2018

The UL approves the program in principle.

15 May 2018 The UR acknowledges receipt  of intermediate report from President and overview list of sub-projects.
13 February 2018 The UL approves the first draft of an overview list fo sub-projects and allocates resources for the creation of a detailed program.
29 January 2018

The UR acknowledges receipt of the final report.

Agreement on new sgtructure of UL with seven members.

Request to UL to proceed with phased implementation of new management model from 1 August 2018.

16 January 2018 The UL passes the final report on the preliminary project to the UR
2014 - 2017 Initial clarification and project "Stärkung der Führung der UZH: Strukturen, Prozesse und Kultur".
